Ok this is for anyone who is having issues with becoming a clanmate. So what is definite is that to become an active member you need to be part of a group and then you have to sign in onto Bungie.net to find the option to become an active clan member. The reason why it was confusing for some is because it wasn't showing up on the destiny companion app. So I hope this helps for more details about this use the link provided.
