Hello, as of right now there is no digital collectors edition for last generation console....
But you are able to move your HOW And TDB to ps4 as long as you are using the same account as your PS3 account
Right now the old generation consoles will not be able to pre order taken King till 9/15

There is a DIGITAL collectors edition for last-gen, just no PHYSICAL collectors.

ATM you can't preorder the norm taken king and I know that. I just want to know if I get the digital collectors edition on ps3 will I be able to play it on a ps4 if I get one. I have both dlcs but want a digital versions of the game
