k, this is my theory that i made up from other peoples theorys, noble six was originally chosen to carry our last hope, aka cortana, but then noble six dies and cortana picks master cheif (because he is the only other one with the same rating as noble six) to carry her. cortana is our last hope because she has the halo key thingy.
