I got Destiny at launch and I played a lot at the beginning. Then there was a long period when I stopped playing after the game had been out for a month or two. I recently started playing again and my Titan is now rank 32. I never bought any of the DLC, and I am wondering if it's worth buying one of the two for $20, or even both for $35. You don't have to buy the DLC to get the gear, the Dark Below Crucible maps are now free, and the patrol events are open to everyone. I cannot see value in buying PoE and Trials with a few story missions for $20. Nor can I see buying one raid and one strike for $20. I am not even sure if they should be $15! How do you justify purchasing these packs for such an unreasonable price??

I don't think $20 is unreasonable at all. I understand if someone is not financially stable but even then you can mow one yard if you're a kid and make $20 bucks. You spend $20 going to a movie and that's only 2 hrs of entertainment, $20 on destiny is hundreds of hours.

If you have a clan/friends or are frustration resistant enough to look for players on lfg-websites you might consider it, else better spend the 20$ on something else. Wait for the price to drop to ~5$.
