I believe that exotic weapons should have an additional perk. My reasoning:
Legendary non-raid armor and weapons have two perks, from a random pool of possibilities. Boots are the exception, only having one perk.
Raid armor has two of those perks, plus a third perk that is specific to the raid. Boots again only have one, but they also gain the raid-specific perk. Raid weapons have the two perks, plus a disruptor ability Which grants bonus damage against certain raid enemies.
So far, armor and weapons are equal. Then we get to exotics.
Exotic armor has two pre-determine perks from that same pool, boots having only one. All exotic armor then gains an additional perk, the exotic perk.
Most exotic weapons, however, loose one of their basic perks.
I believe that all exotic weapons should have two basic perks, plus an exotic perk.
This would be a good way to balance the exotics. Some perks do next to nothing, and some are very good. Some exotic weapons like Gjallarhorn and Vex would be fine with a perk that offers just a slight, whereas No Land Beyond and Dragon's Breath leave a bit to be desired and would benefit from more powerful perks.

Super Good Advice: Zen Moment
Thunderlord: Crowd Control
Dragon's Breath: Cluster Bomb
Ghallajorn: Who's Next?
Truth: Mulligan
