While I agree with you about the cabal being interesting (psions in particular) I'm not looking forward to a Cabal Raid.
Phalanx enemies are the least fun to fight in the entire game to me. Their shield is a boring mechanic that slows the pace down. And yes you can use anything with AP to hit them, shoot them in the leg to make them "open up" or try to line up a head shot, but they just make me frustrated and bored. Not because they are tough to deal with but I find them tedious. The Mars strike is the only strike I intentionally skip through as fast as possible because the pacing just feels off.
On top of my lengthy complaint about the Phalanx - most of the majors and the ultras for the Cabal are just bullet sponges. I don't really mind fighting the legion troops because headshots, but the majors/ultras just seems more tedious.
I would be curious to see what enemy types Bungie has planned for the inevitable Cabal Raid for a future xpac. I just really hope it's not a super phalanx boss. Ugh.

Agreed, Super Phalanx would feel lazy and boring. I would like to see more Tanks and Cabal Generals like in the story missions/Strikes. Fighting them once in the entire game isn't doing them justice.

Try shooting them in the hand, trust me it works.

Yeah that goes along with the "shoot them in the leg" part. Phalanx are still tedious to shoot, not hard.
