It's a fair, and likely assumption. The Halo story is obviously not finished, as evidenced by Halo 2. The original Halo sold a lot of Xbox's, and helped keep Microsoft's product afloat. Of course, Microsoft is worried that without a Halo game to launch the new console, things could turn for the red, and people would wait for [i]other[/i] consoles to be released on the market, killing the big M's plan of Living Room Domination.

Bungie never said anything about Halo 3, they said there next project had nothing to do with Halo.
