There are plenty of other relevant examples not limited to the high school population that show, by all accounts, people are retarded. I think naming the first President is a lot easier than naming a black businessman personally.   • Because of past discrimination. This country was founded on the idea that black people were lesser beings than white people. And they've been treated that way up until very recently. That doesn't just go away after a little while. It will take a massive, foundational change in America to change this. I think that the older generations disappearing will do it.

To answer your question OP, black kids are often but not always raised in poor academic environments and feel like they have no hope so they get involved with drugs and gangs, and later when they stop they can't get high paying jobs.
