Bungie is Changing Loot System in House of Wolves
Take a look at this post from Luke Smith, who seems about as close to development as we're going to get. It's so open and straightforward. I don't understand why Deej can't provide information like this.

5 RepliesNo they aren't. Don't buy this garbage marketing - they said they'd fix the story in Dark Below. How did that work out? "We promise we'll fix everything you don't like! Just buy the DLC and keep playing!" There are many bugs since day 1 they still refuse to fix (heavy ammo bug, wiping out vaults, deleting characters).
