No, Bungie should not ban people for cheesing. Hell, they shouldn't even be deploying countless weekly hotfixes to try to suppress it. The answer to the cheesing issue lies in Destiny's Raid loot system.
RNG makes it so that people who bust their ass get the same quality loot that people who cheese do. It also becomes quite annoying when your whole fireteam gets to boast their new quality raid weapons, while you sit there and twiddle your thumbs over the Radiant Shards and Energy you were just awarded, even though you put the most effort into playing the raid itself.
This is why Destiny needs a loot system that motivates the players to play through the raid legitimately. Let the fireteams who play through the raid legitimately have a great chance of getting good loot, while giving players who cheese the lesser end of the loot table.
We are not in need of more hotfixes to stop cheesing. The players will ultimately find new cheese tactics. Instead, give people a reason to play through the game legitimately. Let the cheesers do as they please.

Agreed. The loot system not only encourages cheesing but PROMOTES it. Why waste 6 hours trying to kill Crota when all you are going to get are shards or energy. Finding the easiest possible way to do something in Destiny is the only response to the idiotic loot system that was decided to be implemented in the final game. Just like in crucible, why do you care if you win or lose? Going AFK is no issue and actually encouraged because your chance to get the same gear as the player who is 25 and 10 is the EXACT SAME CHANCE (if not better). Destiny rewards luck rather than skill, it makes everyone fell special so therefore nobody is. That exotic you pulled from killing Crota, will just be for sale from Xur in a week or 2.
