Outdated, these individuals became useless after lvl 5 other than decrypting engrams, finishing bounties and getting some of your first shaders (maybe). Seriously, I would say that as far as end game goes these individuals are useless.
Cryptarch: inventory... who is it for? I didn't use it when I started this game on day one, was absolete after the first mission.
Gunsmith: Thanks for the first 3 guns you gave me, oh, you have an inventory? Who are you selling it to? Dregs?
Guardian Outfitter (shader lady): People maybe showed up a couple of times, then realized you don't update your shaders.
What if the Guardian Outfitter could modify how your armor looks (aesthetics, not stats) other than just color.
Gunsmith.... sell blue or purple engrams? maybe? I don't know, but you can make him relevant.
Cryptarch.... oh cryptarch, could you possibly do something with all my ascendant materials?

That's typically what happens in video games. Most NPCs are like fireworks; for a second they are interesting then they're useless. Only decent NPCs in destiny are the faction leaders and Xur.

The gunsmith also sells shoot-to-loot scout rifles occasionally. Super useful for nightfalls. Other than that I see your point.

The gunsmith has a chance to sell blue fusion rifles, which is good for the exotic bounty. Other than that and the heavy synth, he's useless.

The Outfitter sounds solid (maybe they could have it be like in Halo Reach with the up-armored sections strapping onto your current armor...I'd love some shotgun shells on my chest I know THAT...) Gunsmith should sell something like what Eris does (the embalming orb and ruined core for Husk of the Pit and Murmur), but for normal guns. It could...I don't know, give them extra perks, or let you change the perks of the random weapon you have (ex; changing a kneepads perk on a scout rifle to something more useful, like Third Eye)
