You really thought they would allow you to make a Fatebringer? Lol! Firefly isn't a normal Hand Cannon perk. Would be cool if it was though but that's a big part of what makes Fatebringer a raid weapon and they certainly aren't about to let people make their own better / equal raid weapons as it would lessen the value of Fatebringer.
