Why doesn't the world of Destiny react to our efforts?

The lore of this game is amazing, me and my friends love reading through the Grimoire (though, we agree with the rest of the community that it could be better told through the actual game and not as a separate entity) and constantly discuss theories we've read and came up with.. There is a really good story happening and tonnes of lore, or at least the very least, potential for it. But the thing is.. We are not legends. Nothing we are doing is changing the world. Nothing is happening except us just running the same things over and over again. I think what it all comes down to is that the world just isn't reacting to us or our efforts. The hive are infinite, just sitting in their broken fortress of the moon.. The fallen aren't advancing or being pushed back, regardless of the amount of Guardians that kill instances of Sepiks prime.. Why aren't there unique PVE events that happen that everyone can be involved in that will change the game world in subtle ways? Picture this: - A week long attack on the city on earth by the Fallen, during which you can see and hear distant explosions from the tower and you can get straight in on the action (fireteam of 6, maybe a defending against waves gametype or reclaiming hacked control panels or something) and at the end of the week, we will either lose that area or gain it back?? By lose, I mean higher level enemy types could control the area and defend it with their lives.. Or gain it back, it could afterwards have something of interest to Guardians on Patrol or something? Each outcome could have its own advantages and disadvantages but the main thing is that that section of the world would be forever changed by the outcome of the event.. The world needs to be fluctuating, ever changing, that's why people are starting to get bored. Don't get me wrong, I'm excited for The Dark Below.. But I have a feeling no matter what we do and how many times people complete all of the activies in it.. The in game world of Destiny isn't going to change.
