They are not ugly! They're the best -blam!-ing characters ever. Plus, i know everything there is to know about elites. For example, the black stuff u see on them is actually a type of suit they wear with their armor. Thier skin is actually a light brown. they also have a -blam!-.

To stay ON topic. They don't look like "fishmen" they are just based off of what an alien would look like. And the 4 slitted mouth of theirs is based off that of the Predators, from the movie Predator.
