Step 1- Remove glimmer cap. This is implrtant to step two. Step 2- Glimmer market. Let players put their unwatnted gear on the market for glimmer. Get a second Plan-C? Sell it on the market and turn that new glummer into some ammo synths or a whole new Exotic/Legendary off the market. Prices will probably fluctuate a lot at the beginning but eventually become more consistent per item. Rarer items will obviously sell for more Glimmer, so removing the cap is necessary so that you aren't price locked. Also, this could be a market for upgrade mats. Have an excess of spinmetal? Sell it on the market for a price per unit, someone else probably needs it. Same could go for ascendant mats as well.
