Instead of automatic matchmaking for raids, why not make a dedicated "Raid Room" in the Tower. Where people can find other players that want to do the raid, and could use a sort of chat board, for easy messaging and team ups. Basically just include in the game what people already are doing in forums. A similar room could also be a good idea for Nightfall Strikes, etc. What do you guys think?
