Below are my ideas to bring ALL Hunter Exotics to the same level of awesome.
Other Classes will be written out later, but I main a Hunter... so they come first, naturally.
Achlyophage Symbiote - No Changes
Discipline and/or Strength or Intellect
Gain a additional shot with Golden Gun.
Lucky Raspberry - Buffed/Rework
Intellect and/or Strength or Discipline
Grenade kills significantly reduce the Cooldown on your next Grenade.
Crest of Alpha Lupi - Buffed/Reworked
Intellect or Discipline and/or Strength
Revive allies Instantly, and ability kills drop additional Orbs of Light for allies.
Knucklehead Radar - Buffed/Reworked
Discipline and/or Strength or Intellect
Tracker shows exact location of targets (Halo Motion Tracker).
Young Ahamkara Spine - Buffed/Reworked
Intellect and/or Strength or Discipline
Tripmine Grenades detonate instantly and deal significantly more damage.
Mask of the Third Man - ???/Reworked
Discipline and/or Strength or Intellect.
Gain the Shadowjack perk.

I had a hard time with these because... well... they are all so... they are not good. Like, none of them.
Seriously, it'd be easier just to make up some new ones...
Angel Hunter - Reworked
Discipline and/or Strength or Intellect
Aiming Down Sight increases Weapon Stability and Range for a short time.
Arachnid - Reworked
Discipline and/or Strength or Intellect

Don't Touch Me - Buffed
Intellect and/or Discipline or Strength
Upon taking Melee Damage, gain Invisibility and bonus Movement and Weapon Speed for a short time.
Ikaheka's Hooks - Buffed
Intellect and/or Discipline or Strength
Dealing Melee Damage while Invisible Poisons the target dealing damage over time and reducing their Movement and Weapon Speed.
Radiant Dance Machines - Reworked
Discipline and/or Strength or Intellect
Moving provides Super Energy, and increase Movement Speed while aiming down sight.

Well my only thought for Arachnid would be to change the golden gun's gun type. Imagine making the super into a sniper or shotgun! Keep the 3 shots, but change the actual gun. Arachnid could turn it into a sniper rather than a hand cannon. Even keeping the same stats could change everything about the gun. Maybe add some more Range and take some Fire Rate for the transition. Being able to snipe with your super could add more strategy to your gameplay. Especially in the raids, where even 3 more sniper shots could change the direction of the fight. It could easily make arachnid a viable exotic, and still add something new to the game. Plus, it seems like an upgraded version of it's currently-useless skill.

If the trip mine grenade detonated instantly then it wouldn't really be a [b]tripmine[/b] would it. Also, I only use the tripmine grenade when I want to stop anyone from passing through a doorway so I can focus on another one. So making it explode instantly would ruin that whole tactic and it's main purpose.

Im not a huge fan of most of it and knucklehead radar would be used more often than shotguns

You're that guy who admitted that he had no experience using arcblade himself. Stop talking about how to "balance" it, Hunters already have a super that limits them to three kills most of the time.
