Is Hard Raid Doable at lvl 28?
I'm just wondering. I want to be able to do hard raid for the cool gear. But I also need more shards so I can get to lvl 29. Any thoughts? (or ideas on how to get them shards fast?)

Personally, I think that 29 is too low to contribute much to a hard raid team. Good luck. Edit: To actually answer your question, the normal raid is the fastest way to get shards. Followed by daily heroic stories on 28, followed by farming public events.
