A question of history
Hello, pleasure to make you acquaintances. I have a very brief(ish) question which will likely have a very ...complicated response.
In endeavoring to get a better grasp on the pre-existing community I have been instructed the site (roughly) was divided between the Flood and the Septagon.
If I understand this correctly my question is what is it that keeps the flood at bay? To which you will likely reply Ninja Justice, however why so little Ninja Justice over there? What happened before the balance was struck? Who were the leaders? Were there any? Was there conflict or did this just seemlessly come together.

It's the same people in both forums, just discussing different things and putting their threads in the correct place to discuss them. If you see someone referring to "Septagonians" and/or "Floodians," you're seeing somebody who believes in a falsely constructed grouping that bears no relation to reality, since there is absolutely nothing standing in the way of a person viewing, posting in, or otherwise participating in one forum, or the other, or both, or neither. Because #OffTopic is both a busier forum and also, by definition, a place where anything non-Bungie related might be discussed, it is only natural that more violations of the Code of Conduct seem to occur there. But there is still plenty of moderation in that forum. We encourage you to report any threads that are breaking the CoC and have not yet been removed.
