This doesn't mean CMT was dragging their feet. If anything it shows they're not rushing anything. It's good that they're not seeing as though a lot of things in SPv2 seemed very rushed. I was assuming when you posted that you were inferring they were due to him releasing it earlier than SPv3. I didn't want to go ahead with my assumption and decided to let you explain it.
