Suggestion for armor appearance and weapon perks in Destiny

I originally posted this in #Feedback but I feel it was being drowned out by people begging for nerfs. I hope that in #Destiny it will get some attention. WARNING! LENGTHY POST PAST THIS POINT! Last night when I was playing Destiny I was in the middle of looking at my armor and weapon choices trying to figure out what was the best load-out for my play style. My level is normally always 29 unless I'm leveling some of my lower level equipment which is fine with me because I like working towards goals. However, my friend mentioned to me that it's only possible to reach 30 if you have all the raid armor or three raid armor parts and an exotic armor piece. This was fine by me because it just added more goals. The only thing that bothered me about level 30 was that pretty much every level 30 guardian would look the same other than shader, exotic, and class item. This bothers me because one of the main things that attracted me to this game was making your guardian look unique. I feel like there are still many things Bungie could do in order to make guardians look more varied. When I look at the hunter armor from level 2-18 I could easily see the progression as it started to add more parts. I remember one of my favorite helmets when I was around level 8 had this awesome cloth covering half the face. But as I gained more levels that helmet never returned in a higher level form. Also in my opinion I feel like as the hunter armor past level 19 started to become less varied and started dropping off detail. Same goes for the rest of the armor pieces and other classes. I have seen a few games like Starbound that have avoided this issue by providing secondary armor slots that change the way an equipped armor piece looks without changing its stats. I think a similar method could be used in Destiny by providing a cosmetic slot. This way we can see a lot of the lower level armors make an appearance again past level 20. I'm currently using some vanguard gloves which I really like the perks of but not so much for the appearance. On the other hand I have some FWC gloves that I love the look of but don't care for the perks. If this system was available I would be able to have the look I want and the stats that match my play style. Of course I do think there should be some limitations with it like not being able to use more than one exotic in the cosmetic slot. This will stop us from seeing guardians walking around looking like the most OP thing to step in the tower. Now I know this isn't really that big of a deal but I do think this would help players play the game the way they want to play it while having the comfort of knowing their guardian is looking good. In the title I did mention I had a suggestion for weapons as well. It's kind of similar to my rant about the armor but more so directed to weapon perks. I have level 16-18 (somewhere around there) scout rifle that has a perk that allows me to shoot ammo to pick it up. I loved this perk because I was able to get that heavy ammo way in the back of the room while I was under fire. But I soon leveled past the weapon and have since then never seen the perk come back in a legendary. It's not that big of a deal but I think it would be cool if we could buy items from Xur or someone in order to mod the perks on the weapons to what we want. We would buy the item, we select the perk to replace, we choose what to replace it with, and we now have a perk better suited for us. Kind of like how we can buy those upgrades for the sparrows from Xur. I feel this should be limited to legendaries as modding exotics would be kind of iffy. But that's just my opinion. All my friends and all the strangers I played with seem to agree with me so I must be on to something. Sorry for the long post/rant. Let me know what you think in the comments!
