Who shoud I contact ?
I want to get a refund for my DLC purchase. I paid through XbLive, unsure if I have to contact bungie or MS.

You're retarded. It says something like "Online purchases cannot be refunded" when you are about to buy anything on the marketplace. It's not Microsoft's fault that you were dumb enough to buy the DLC before playing the game for a while. If you actually did contact Microsoft about this, they would probably tell you the same thing I just did.
