Yes, since the most recent update legendary Engram drops have been drastically reduced. Best advice I can give you is to hit up the Tiger Strike playlist, and weekly heroic and nightfall strikes. Note that I have spent considerable time in the crucible and have only ever received 1 legendary Engram from it, which turned into a green hand cannon (ugh).
