Since the beta, the handcannons have been improved significantly, and most of them are very viable in pvp, BUT the slower firing, high impact ones are at a significant disadvantage.
Hand cannons such as "the devil you know" do 86 damage on headshots in PvP, meaning it will take a minimum of three shots to kill another player (health is averaged at 200). Higher impact, but slower firing hand cannons such as "a little voice" or "timur's lash" do 95 damage on headshots, which means it will still take a minimum of three bullets to kill another player, except they fire at a slower rate, meaning worse kill times. Higher impact hand cannons also tend to have slower reload speed, lower stability, and a smaller ammunition cap.
These factors make fast shooting handcannons better in every way, compared to slow firing, high impact ones. If the headshot damage is changed to let's say 102 damage, then the high impact guns will be desirable along with their counterparts.
