Why can we equip only 1 exotic?

Honestly, I don't understand why we're limited to a single exotic weapon and exotic armor. I imagine it's for balancing reasons... however, most people slap on their exotic heavy when heavy ammo is present in PvP, or when they have heavy ammo synth ready in PvE. Then they take it off and switch back to their primary or special exotic. Additionally, exotic weapons really offer "that" much more power than their legendary counterparts. In some cases, they're a complete side-grade or extremely situation. It's also incredibly frustrating on the nightfall and queen missions, when the modifier is Arc Burn, and I have Surgos, Plan C, and Thunderlord (all Arc)... but I wind up having to use Zombie Apocalypse (Legendary HMG which has practically identical stats to Thunderlord) and The Superiority (Legendary Arc Sniper Rifle). If I have exotics, I want to use them. I want to show them off. I want them to be powerful. However, with this limit in place, there's nothing left for me. There's nothing left to strive for. It's too restrictive. I have multiple exotics for every slot, and half the time, I can't use them (see the above Thunderlord & Plan C example on Arc Burn missions). Isn't the point of a game to progress and become more powerful? I could understand it if the Exotics were actually rare and incredibly powerful, but take the Surgos (exotic autorifle) vs Grim Citizen (legendary crucible autorifle) for example. Both have 300 atk fully upgraded. They have identical RoF, Impact, and Reload. The magazine is comparable. The range and stability is slightly better on Surgos. Surgos's unique draw isn't that unique. It's "Glass Half Full", which Grim Citizen has, except it has a chance to return health. Surgos is definitely better, don't get me wrong... but this minor bonus is not what I expect from an exotic. Bad Juju (exotic pulse rifle). Excellent weapon when you're killing enemies that are a lower level than you so you can proc the instant reload and damage bonus, but it has significantly less damage potential against Nightfall or VoG opponents. It's terrible in the crucible. Apotheosis Veil (warlock exotic helm) is similarly lack luster. Gain health when picking up orbs and Regen health on Super activation. It's not an instant heal, and damage stops the regen. It's not useful in PvP and hardly useful in PvE. Again, "Gain health when picking up orbs of light" is useless in PvP and it's rarely useful in PvE. Sunbreakers (warlock exotic gloves) provides additional duration on Solar Flare grenades. Problem is, no one uses solar grenades. Firebolt grenades are the clear winner for PvP when combined with the extra burn duration and damage bonuses. It's a one shot. Fusion grenades are excellent for PvE. Solar Flare grenades are lack luster in both PvE and PvP, and that's really all this item brings. I also have Hardlight, Plan C, Pocket Infinity, and a few other exotics... i'm not impressed. The item that "feels" like an exotic is Gjallarhorn. However, as I mentioned, I only break it out when heavy ammo synth is ready in raids, or else it's shelved.
