The statement above is what the official support code says. I've had this problem for over a week and support help has been minimal.
I've contacted Xbox Support and they say the error is on Bungie's side. I've done all the possible troubleshooting, deleted install, reinstalled disc, did a factory reset on my Xbox, tried to connect to a different network, to name a few.
Please help Bungie. I'm out of ideas and I think a support phone number or a support email is needed for direct contact for all of us gamers. Please let me know what I can do to resolve this issue.

Hussong22 Ethernet/wireless/mobile hotspot HELP!! Keep reading code wasp on my BRAND NEW xbox 1 and I've tried everything from resetting my router, changing my internet access cables, hard reset on my Xbox, uninstalling/reinstalling the game and nothing seems to work and it's killing me. I love this game but it's only making it to 8% on the update download and it will read the code. Please help or bungie fix this already before you lose a customer.

Deleteand reinstall is useless, and there is no hardware fault, my Xbox One is brand new and all other games work fine, please fix Bungie, instead of attacking us with wasps!

This is really aggravating that we pay $60+ for the game, and there are bugs. You would expect that the bugs would be fixed before a game is released to the public or that it would be the first thing fixed, but instead, DLC is released and it still isn't fixed. Seriously?! And the only way to "fix" the issue is to continually delete and reinstall the game because the problem is OBVIOUSLY with our hardware, not the game. FIX THE BUGS!

I've been there unfortunately !!! both released updates have caused the "wasp" !!! crazy !!! I solved by moving the wireless mobile network with fixed network ethernet cable ... then I went back to my configuration, and game without any problems .... I'll have to change the connection each time I get an 'update ... only thing you I can advise is to try with the network of a relative or a friend of yours ... Bungie did not give me any answers when I had this problem ... I hope to be helpful!
