In the video, it shows a map in the Cosmodrome of all the times when Public Events start eg: Fallen Walker, The Divide X:40-45. Key: X= whatever hour of time it is for you There is a Public event in the Cosmodrome every 5-10 minutes, if you complete it on gold tier you get 4 Vanguard marks. 4 Vanguard Marks every 5-10 minutes is pretty bloody fast.
