These are all good points. But PVP in Destiny is unbalanced by design. I mean, sure pulse rifle needs a buff, and lets be honest no one ever uses the scout rifle right? Some of the weapons are unbalanced by design themselves...those can be fixed though. The real problem though: Its a pvp mode thats affected by the gear grind. Sure damage is normalized, but when other players have a legendary full auto shotgun for example...thats just not balanced. Or if someone has a slightly better auto rifle than you with less recoil and a larger clip...yah thats unbalanced on purpose. Gear grind should not be part of any fps pvp. Its a real shame too, they could have had a possible e-sport.
