The Balance of PvP

It's not until you go back into PvP with a low level character that you realize how broken it is. I just took my level 10 warlock in there and dear god... I am not here to call for nerfs. I'm here to call for balancing. Shotguns. We all have a love/hate relationship with them. They are far, FAR too accurate. So how do you balance them instead of just nerfing them? Raise one stat decrease another. Accuracy/range needs to drop. Like really drop. 3-4 feet away should be the usual one shot kill. Anything further than that though, 3-4 MAYBE 2 shot kill. Then to go along with that, you could increase stability to keep it balanced, OR, decrease the accuracy/range even further, and increase damage. So for shoguns, decrease accuracy (increase spread) and increase stability. Or decrease accuracy (increase spread) even further and increase damage. Auto rifles. They clearly rule PvP. Don't lie to yourself if you say otherwise. It's really got a similar issue to shotguns. Far to accurate. So maybe decrease accuracy (again, spread) and maybe increase stability, though that would take some tweaking to get right. Or, again, further decrease accuracy and also decrease range, and increase damage. So decrease accuracy and increase stability (again, tweaking would be required. accuracy would have to be reduced significantly.) Or further decrease accuracy and range, and increase damage. Thoughts? Comments? Concerns?
