I'm pretty sure Bungie have the help forums on mute, and when they do (very very rarely) reply they blame people's own networks. No Bungie. The problem is well and truly yours and your solutions are awful. 'Take all other devices of the router? Make sure you're not doing anything else on the router- streaming and playing online games?'
