Hunters Blink strike with Fast Twitch
Does the Blink strike with Fast twitch (an ability that reduces the cooldown for Blink Strike to 5 seconds) benefit from strength to reduce the cooldown below the 5 seconds it does with fast twitch?
Or is it locked at that time frame.
