What if they had a tier who's abilities all had multiple options with its stats at legendary-exotic range.
Ability1/2/3 - damage etc...
Option1/2/3 - option (fire rate/random weapon stat/random weapons stat)
Option1/2/3 - (magazine/scope/random)
Standard upgrade 1/2/3
Rare upgrade 1/2/3
Damage Again
Exotic upgrade 1/2/3
Same for all categories but having as many as an exotic or as few as a rare, but each row will still come with a column. (Or Vise versa)
I would say to balance these as moderate tier above rare, make the weapons with less abilities higher quality by default, and the ones with more abilities lower quality by default, the abilities just add design and customization as well as make them feel like you built it without actually building it.
As a bonus this tier could come shader friendly.
Their stats will reduce by a percentage the more of them you have equipped and because this tier is gun exclusive that makes it less desirable to be fully geared with custom tier weapons.
Tl;dr
Custom weapons in the stat range of rare to exotic, multiple abilities per unlock stage and shader active.
