(PVP) Player vs Player rewards system is broken!

So as you are most likely all aware of by now is that competing in the Crucible rewards you with Rare and Legendary gear at the end of each match. The problem with this is the randomness of which it rewards you. Top tier players are receiving nil for their efforts in the crucible whilst under achieving players are receiving the best of the best gear available in the crucible rewards. This is affecting the player community poorly as the "worse" off players are achieving much higher levels than the more developed players. I am currently stuck at Level 24(As of writing this post) where as I have a few of my friends that are a lot less 'skilled' than me whom are level 26. I am always averaging in the top 3 players regardless of playlist and map. This current system is rewarding people for poor efforts in the crucible, it is not encouraging them to become better at the game to earn rewards its encouraging them to slack and still be rewarded. I personally believe the PVP reward system needs to be tweaked to reward the top 3 players(on each team) with definite rewards. there is a total of 12 players per average Control match, my idea is that 3 on each team are rewarded for their outstanding efforts in PVP. Placing first in PvP should reward you with 1 piece of armor/weapon(rare-exotic) and either 1 Engram(rare-exotic) or an upgrade material. Placing second in PVP should reward you with 1 piece of armor/weapon(rare-legendary). Placing third in PVP should reward you with 1 Engram(rare-Legendary). This system would encourage players to try their hardest to become one of the top 3 players amongst their team to earn rewards.
