are they random or is there a certain way to activate them?

I suggest leveling up on earth buy killing the give and fallen since you get the same xp from them as you do something your level, so spend sometime murdering a bunch of low levels then a event is bound to happen, and I'm not sure if there on a timer cause when I played the beta they happened quite often
