If I buy a different game system will I have to start my character from scratch again

If you are going between generations on the same console family (i.e. Xbox 360 to Xbox One or PS3 to PS4), your characters will be able to freely transfer between consoles. If, however, you are intending to buy a console from a different console family, then you will have to create a new character.
