I know you don't want random players being thrown into the raid environment. But since you have a normal and hard mode, why not an easy mode that drops no notable loot and let random players get a feel of what it is like to play it. Call it a practice raid for learning the ropes or people who just want to see what it's about without any loot involved. Aside from ammo drops you get nothing, not even glimmer or experience.
