Hand Cannons Are Perfectly Fine
Just because you don't know how to use them doesn't mean the stats should be bumped up. If they are it'll become OP. Learn to use them and you won't have a problem.
If they get a buff the players who are already good with them will be completely unstoppable.

Hence the problem. I had no difficulties using the hand cannon at all, it is just vastly inferior to the scout rifle.
