Has anyone noticed...
...the Covenant have bigger heads in Halo 4. It seriously looks like someone has pumped them up with air or something.

NONONONONONO FIRST OF ALL its a varient of the jackal called a storm jackal like skirmishers, so there will be normal jackals. Grunts are probably wearing larger head gear and elites look the same.. wtf lol
