I'm not talking about creating a website, reforming the current Internet, making new service providers, etc. I'm actually meaning a brand new Internet with no information from the old one (unless a user copies it) and having completely different content.

Yeah, take 2 computers in your house and connect them with a lan cable.

If you didn't connect any of the new servers to the old ones...sure. The "internet" is an abstract way to look at the servers holding the data that you're interested in.

The way people say something is stored "on The Internet" is incorrect it's a misnomer. The Internet is merely a collection of cables, routers, and switches. Nothing more.

It would be pointless, but technically I guess possible. Entirely new infrastructure would have to be put down to ensure that there is no connection to the current internet at all. Okay, so it's theoretically possible but not necessarily feasible.
