END SPOILER There cant be any forerunners because you need a foreruner to activae the halos, or 343 would of activated Delta Halo without the help of john. Also all the forerners that were outside the "Safe Zone" were wiped out durng the firngs, nd the sheild worlds wre leaked. Everyne in the "Safe Zone" would also be killed during he intial firings.
