No, the Moon is simply a useful body of gravitational pull in close proximity to the earth. Using my refuelling sattelite on the other side of the moon, and simply orbiting the nukes around the moon [i]to[/i] it, I will be able to refuel each weapon with a minimum of fuel expenditure. Then, they will be launched back into orbit so that a simple nudge will toss them out. That way, I can launch them without expending their own fuel [i]if[/i] I need to use them. That gives them the ability to manouver once they get to Earth, though most likely they would only be nessecary to deter any unwanted "excursions" to the moon, hastily organized by various rebellious governments. Plus, once I control the nukes, no one can start a nuclear war! Their best use would be to set them off in orbit, using the EMP to disable mobilized military installations with a minimum of casualties and environmental side-effects. Removing their warheads and filling them with dense metals would provide make-shift ballistic weapons too, without the radioactivity inherent in Nukes. Basically, It'd be best if everyone just did what I say, starting Tuesday of course.
