Anyone can reach SR-130 in less than a month
/fact
Halo 4 came out on November 6th. We're not on December 6th yet, and there are already SR-130s playing around.
And remeber that the daily experience limit was raised, which means people could probably reach max rank in 3 weeks or less now.

Keyword: anyone [u]CAN[/u] reach it in a month. But it's unlikely and improbable unless you have lots of Double XP codes and a lot of time on your hands....
