The Halo engine and Destiny.

We know that Bungie could not retain any rights to Halo pretty much, but what about the engine itself? It's not like some other engines that can be liscensed to use in games, it's exclusive to Halo. But is there a special case for Bungie? Or did they have to make an entirely new engine from scratch? I think the Halo engine would be fairly good. I'm not sure how it'd hold up to MMO esque features, but as for looks, gameplay, and efficiency it's great.
Pretty much this. Also since they are using brand new technology made by them, it would be the best start from scratch so, there are a lot of reasons why they actually would have to start from zero.
Typically in software, you try to avoid re-writing from scratch all over the place; it's extremely risky. Per your example, it might make a lot more sense to augment an existing engine to support both the XBox 360 and XBox 720, rather than start from ground zero and lock it into one platform. However, moving from a single platform to multi-platform, and hopefully even cross-platform, makes a pretty strong case for starting from scratch. An existing, single-platform engine just might not be flexible enough to move to another platform.
