Why is New Phoenix under Quarantine?

There doesn't seem to be anything infectious around. I suppose they're being cautious of the possibility of the composer's effects being virulent. Or the UEG is covering up the fact that the enemy has a weapon that turns people into piles of ash.

Let's say you were confronted with something as powerful as a tool that could eradicate all life in a given area. You have no idea how it works, so the safest route is to ensure that nobody unauthorized makes their way into the area. It's protection of the people, as far as I'm concerned. I suppose it's one of those things where you can't assume that you already know it's okay to repopulate the city.
But then why would the UNSC send their marines there? why would they try so hard to cover it up, it's obvious they are covering up the events of Halo 4.
um. They sent marines there because they had to figure out WTF just happened to the city.............
