After finishing the Black Ops 2 campaign, I have to say it is much better than Halo 4.
It actually has an interesting plot, for starters. Halo 4 was "crash on planet, find bad guy, try to stop bad guy, fail, try to stop bad guy, win". Black Ops 2 has decent plot twists, interesting characters, and a villain that is somewhat sympathetic instead of generic "evil guy who gonna kill everybody".
Black Ops 2 also has alternative endings/sequences where you can choose between two choices, which adds to the flavour. I'm not saying Halo 4 should have had them (because it wouldn't work in Halo), but it still an improvement.
The interesting side "rts" style missions were pretty cool as well. CoD actually added interesting gameplay sequences, instead of Halo 4's space rail shooter at the end.
I enjoyed both campaigns, there is no doubt in that. But Black Ops 2 had a far more engaging campaign. Seeing as CoD is seen a generic "soulless" game series, that's saying something.
