Rain is no stranger to gaming. It is used effectively in games like Splinter Cell, Heavy Rain (lol), and many others... However, it serves nothing more than an environment feature for us to admire. For now...
Can a game create something as simple as rain and make it something more? Even if it is only for a brief moment? Well, in Metro Last Light; they seem to try that theory out a little bit at a key moment. It serves as a strange addition to a world ravaged and decayed.

Halo 3 ODST, despite it's lack of actual rain, managed to use the atmosphere it creates to great effect. Uncharted 2 also used it well. I'm trying to think of more games that use rain well but I can't think of much. Shame, it can be used very well. [Edited on 10.01.2012 3:13 PM PDT]

Yes. ODST was greatly lessened because it had no real rain.

I rarely see game companies/movies make good use of the environment and camera; they treat them like backdrops/a means to an end rather than an end on itself. You guys know what I mean?

It's an atmospheric that generally implies sadness, seriousness, or somberness. I don't think that developers should rely on it solely to create those feelings, you need the music as well, but I do believe that it can be an effective way to alter the player's mood.

Not something that gets lost with a foot step. Something that feels like it is surrounding you.

I really wish that they would have made it rain harder and be more obvious though
