The reason this came as a surprise to me is because my fiance is in the stages of becoming an elementary school teacher and UH teaches these trainees on proper punishment methods for kids... Beyond public school, it doesn't happen much, but the public is just as bad. I volunteer supervising children at my local park and I have complaints of how it's my fault their kids are being unsafe.
