Invasion Slayer, capture the hill, get a reinforcement of some sort, be it a weapon or vehicle.
Now, let's take that aspect and add it to a more [i]permanent[/i] capture the point game type where the hills aren't moving and can constantly change hands.
Finally, let's add the component of each hill being linked to a specific type of reinforcement. For example, holding Hill A opens up an Ammo Cache for the players who control Hill A to use, Hill B opens up a "vehicle station" where players who control Hill B can spawn in a Warthog at various intervals. If no one controls a hill, none of the "reinforcements" are available to be used.

Before you work on giving them weapons, you would have to make it so that Elite weapons are at least SOMEWHAT comparable to Spartan weapons. Seriously, Elite weapons blow in comparison.
