Interesting Concept Art, new story point or scrapped idea?

So I found this in a wallpaper dump, but I didn't recognize why the Fallen and Cabal were together. Did I miss some of the story or pass by this in the Grimoire cards? I know they don't necessarily have much beef with each other, but this looks different, this looks like they are possessed together, kind of smoking with ash, as if they were resurrected from the dead. Also, they have the same house colors, not exactly represented in the way the game usually has, so this is telling me that they are not 'themselves.' Also interesting to note, the Queen's Fallen of the House of Wolves also use this teal color as their color. Story Theory: perhaps this could tie in with a future story point where The Queen of the Reef, or someone else has harnessed Vex technology that allows them to breathe their life into the lifeless robots. Using that tech for resurrecting dead Fallen and Cabal, probably the two most 'domesticatable' races, apart from Earthlings, they probably seek to create an army for their own aspirations. I also remember a line that might fit in to this story, where someone notes, in relation to the Queen's two Fallen pets, that the Fallen could not be controlled, and they would eventually turn. Well, this way, maybe the Queen has found a way to control them forever? Or this could all be just a thrown out piece of concept art, but I think things are a little too detailed in this painting, so it seems like they would have painted this late into development, and they definitely had a goal with this image, as two warring factions are alongside each other. It also made me realize how similar the Vex story is to the Guardian story. The Vex, worshipping their own god, giving life to lifeless soldiers, jumping planets and invading. Just replace that with Guardians and the Traveler, and you are looking at a pretty close antithesis to our 'heroes.'

  • Each of the bodies has a teal light emanating from within. It covers the eyes and something on their chests. It almost looks like it has been cut into their chests. In fact, for the Fallen in the middle, closest to the Guardian it looks like it has a harness around it's chest and even a separate collar. As for the Cabal I have only recently run into them but I did notice on one of the Cabal I defeated they had a helmet that completely incased their face with one eye to the side of the helmet. This looked to be a camera through which they saw the outside world. I do not think I have seen all of the Cabal and I did notice an enemy moving with them which was much smaller. However, with what I have seen these Cabal all have a light emanating from the same place (in the picture) in their helmet so, either they have had something forcefully placed inside of them or it is a different helmet I have yet to see. Also, the Cabal armor is in front of the light which is coming from inside the armor, possibly apart of their bodies. This would then mean, in my opinion, that something is underneath their armor. Also, the bodies all have a black smoke coming off of their shoulders and chests but not really their heads or arms but it is also not billowing from the harness, it's coming from their body. Bringing all this information together, it would seem like these bodies are being controlled. They are all moving together with all units mixed. I have not finished the story missions but I do not think the Cabal and Fallen fight together. Something is possessing, taking control of these creatures and moving them to some place. Another possibility: The Hive do not have teal eyes but a unit of the Hive do have glowing eyes. The Hive come forth from dark smoke and in Hive areas there are these egg like piles clinging to walls and there is black smoke coming from that. One of the Killworthy vidoes has a theory that the Hive are actually "zombie" Fallen I think? Would Hive Ogres then be Cabal? That would mean that the Hive are converting Fallen and Cabal to swell their ranks. That may be too great of a tangent from this picture. That's my take on this picture.
