beta exact date

I know the beta is coming out 17 july 2014 but does it start midnight of that day? If so what timing region GMT or maybe some american ones or does it all depend on what region you are in so uk people get it hours before americans? Sorry its just that i am confused and i just wanna start downloading it at midnight so i dont have to wait in the morning because it will be a pretty heavy download thanks:)
